Please explain too.

I think the comparison has to be verb with verb:
i.e. "things speed up the earth's rotation" should be followed by "something else does something".
This rules out A, B, C and D where the comparison is verb with noun (like a figure skater, just as a figure skater etc).
Only option left is E.

E for me.
Comparision of phrases ' Earth's rotation' and ' skater's speed' require 'just as'.
'Like' is used to compare nouns.
D is eliminated as it compares Earth's speed to the Figure Skater which is incorrect.
