This is a test of the tenets of modification and subjunction. One aspect of modification is that the modifier should be immediately placed after the comma. Thus a staunch advocate, an appositive modifier that appropriately describes ECS, should immediately follow the comma after ECS. A, B, and C are straight out. Secondly a suggestion is an apt theme for the present subjunctive mood. The sentence requires to use the base form of the verb be and not should be. So, E is out and D is the right choice

This is probably a sub 600 level question. Answer is an easy D.
A,B & C can be eliminated based on how they start. Between D and E, "a staunch advocate of liberalized divorce laws," is a modifier and hence the "she" after it is unnecessary.

Option E creates a Fragment (only subject is given without any verb & verb's object)
