Clear, concise.

the 'and' answers are wrong; The capital did not add to the strain of the economy, it was that the act of it leaving that added strain to the economy.

Why not B?

In GMAT question, is it true that the timeline should not fall in the starting statement?

Meaning,

1) During the 1940s, the Japanese attacked China. is wrong?

2) The Japanese attacked China during the 1940s. is right?

Is this a definite rule of thumb?

why the highlighted "During the 1908's " was wrong ? Any explanation please

It's not the $50B in capital that added to the strain on the economy, it was the fact that it left. Only D/E convey this. thats really cool. mainly "and added" changes the meaning, which doesnot make sense. so need modifying phrase. so its D.
