B it should be.

"it" is refering to the defered subject "to solicit"

to solicit private funds was far more efficient than to go .....

My take is C, if someone deletes to go to( I assume , that was typo error). Else..D
I bet answer must be between C and D, all others distorts meaning. In D going suggests that environmentalists were seeking and going together, which makes me little uncomfortable. But if go to in C is intentional then D is the best answer.

I think we should consider this correction from a llism perspective as well.
The last part of the sentence says 'than to go to......'
If we look at a parallel structure for the same it should include 'going to private organization.... OR private organization was more efficient to go to'.

IMO the correct ans should be either C or D.
Why C is incorrect marshpa? Plz explain

My Explanation:
First Take - What is being compared..?
taking funds from private org..... with taking funds from state or federal agencies...
A, B are out as they compare 'funds' to 'agencies'.... we need to compare funds across both the agencies....

E compares private organisation are more efficient than to go to state or federal... which again makes little sense..

Second Take - parallelism..
Between C and D.... C is parallel... with to go to... than to go to...
D has going to... than to go to.....

IMO usage of "Clear For" is incorrect as it should always be "clear to"

ie

It became clear to Matt that he was going to fail in the exam.

i guess that knocks out D and E for me.

Plus B clearly refers to the idiom More X than Y.

(D) for environmentalists seeking financial aid, going to private organizations was far more efficient....also we need "that".....it became clear that.....

(E) for environmentalists who sought financial aid, private organizations were far more efficient - private organizations were far more efficient for what?....also we need "that".....it became clear that.....

C is wrong because in the question , there is no reference to "private organizations" .It only refers to "private funds".....we can not change it....
