B will be correct if acted is repeated after but also.

This is primarily a Parallel Construction problem and then idomatic(not only..but also) A and C are the only parallel answer choices, since they have not only with... but also with... In order to address in A is idiomatic, but C's in order of addressing is not idiomatic. A is the correct answer.
