the slew is singular so IMO A ; has not succeeded in engendering healthy intra-bank credit flows and reviving depressed equity prices
correct option A

During the early months of 2009, some economists concluded that the slew of U.S. government programs created during the fall of 2008 to stabilize an economy marked by an absence of credit, a wave of enormous asset write downs, a precipitous decline in housing prices, and a historic loss of consumer confidence has not succeeded in engendering healthy intra-bank credit flows and reviving depressed equity prices.

A. has not succeeded in engendering healthy intra-bank credit flows and reviving depressed equity prices
B. have not succeeded in engendering healthy intra-bank credit flows and reviving depressed equity prices
C. has not succeeded in engendering healthy intra-bank credit flows and bringing about the revival of

MEANING
Some concluded that the slew [sing] of programs has [sing] not succeeded in X and in Y.
We must maintain parallelism between X and Y;
What hasn't [sing] succeeded? "the slew" or "the large number of programs" [singular];

B. "have" plural;
C. "bringing about a revival" unintended;
D. "have" plural; "to revive" not parallel;
E. "engendering…along with a revival" not parallel, and unintended;

the slew of U.S. government programs - singular subject

engendering healthy intra-bank credit flows and reviving... parallelism is fine

So no issues with A

Programs: have --> Correct
--> A, C & E are out

Between B & D, engendering and reviving are parallel.
--> D is out

IMO Option B

The right answer in my view is option A.

The subject of the sentence is the slew, which is singular. Hence, we need a singular verb has as in options A, C, and E. but the verb in options B and D is have, which is plural. There is, therefore, subject-verb agreement error in options B and D. We can, therefore, eliminate B and D.

Option A is correct. It states that the slew of US governments has not succeeded in engendering healthy intra-bank credit flows[/i] and [i]reviving depressed equity prices.
engendering healthy intra-bank credit flows and reviving depressed equity prices are parallel.

Option C is wordy and not as concise as option A. We can, therefore, eliminate option C.

Option E is incorrect because the two things that the slew of the US government has not succeeded in doing are not expressed in a logically parallel manner. Hence we can eliminate option E.

"U.S. government programs" is a plural subject, so it'll require a plural verb. Thus, option A,C and E are out. Option D is out because "engendering healthy intra-bank credit flows" is not parallel to "to revive depressed equity prices". Therefore, correct answer is option B.

the slew= singular! therefore has!

A. has not succeeded in engendering healthy intra-bank credit flows and reviving depressed equity prices- parallel!
B. have not succeeded in engendering healthy intra-bank credit flows and reviving depressed equity prices
C. has not succeeded in engendering healthy intra-bank credit flows and bringing about the revival of- redudant
D. have not succeeded in engendering healthy intra-bank credit flows and to revive depressed equity prices
E. has not succeeded in engendering healthy intra-bank credit flows along with a revival of depressed equity prices--- engendering along with a revival creates a meaning error!

B. have not succeeded in engendering healthy intra-bank credit flows and reviving depressed equity prices
C. has not succeeded in engendering healthy intra-bank credit flows and bringing about the revival of
D. have not succeeded in engendering healthy intra-bank credit flows and to revive depressed equity prices
E. has not succeeded in engendering healthy intra-bank credit flows along with a revival of depressed equity prices

Official Explanation

There are two main grammatical issues that are being tested in this problem.

(1) the slew of programs is a singular subject and must be matched with a singular verb (i.e., has)

(2) The two actions meant to be accomplished by the slew of programs must be parallel: (a) engendering healthy intra-bank credit flows (b) reviving depressed equity prices.

A. The subject and verb agree; the actions meant to be accomplished by the slew of programs are parallel

B. The subject (the slew of programs, which is singular) does not agree with the verb (have, which is plural)

C. The two actions meant to be accomplished by the slew of programs are not parallel. I.e., the phrase engendering ... and bringing about the ... is not parallel

D. The subject (the slew of programs, which is singular) does not agree with the verb (have, which is plural); The two actions meant to be accomplished by the slew of programs are not parallel. I.e., the phrase engendering ... and to revive is not parallel

E. The two actions meant to be accomplished by the slew of programs are not parallel. I.e., the phrase engendering ... along with a revival of is not parallel
