A ... were is required so B & C are eliminated

In E they is wrong and in D product is redundant .

One more for A.

C is wrong because 'was never' modifies 'products', not 'instructional material'. It was the products that never sold. So: 'products - were' is right, not 'products - was' .

Doesn't 'never were' sound improper in A . Shouldn't it have been 'were never'??
