I am bit confused to choose between A and B. Others are straight way incorrect. Though I'll prefer B to A, I am not sure why A is wrong. Experts please help !

I think it's B. Expected to be is the correct idiom.
I can see A may be tempting because of the simple past tense. However, if we dissect the second part of the sentence, No one is the subject, expected to be is the verb. And we do not need another verb, i.e. was.

Hope this helps. The second part of the sentence is "No one expected the press ....... fair", is expected alone is not verb for the subject "No one" and the press is object of it so is it not require any verb?
