I'll go with B.

down is the same in meaning as Nadir so is therefore redundant. Eliminate A and C.

In the context of this sentence During is more appropriate than At the time. Eliminate D (Also at the time is wordy and less favourable).

That leaves us with either B or E. Eliminate E because it
"fell by nearly fifty percent " should come excatly after industrial output to modify it.
