Assuming you are stuck between A and E.. and have eliminated BCE on strong reasons...

In (E) mining and building are certainly parallel but the problem is the clause following both these nouns...usually when we say we need something, we follow the action (secondary verb, here build and carry, remember the primary verb of the clause is 'were needed' and 'needed') with an infinitive 'to' and not 'for', thats the correct idiom...moreover the last part of the sentence is really awkward when you combine the underlined and rest of the sentence....'....that was needed for carrying of large pieces of machinery across the country'
