Agree with E
This is happening in the past. "could" represents ability to do something when talking in the past tense.
Ex: I think I can do it
Ex: I thought I could do it
A and C are out
"for which" in E is best here because monthly payments are being paid on mortgages, monthly payments are a components of home mortgages and "for which" best conveys that
