A, B and D have parallelism error, any other in E is correct as the comparison is made in between a certain group of cities and any in option C is more generalized

"any other" is must because it means that all the city Except Rome.
"any" - includes Rome.

"any other" is required; otherwise, Rome will be included in the group of other cities.

Active voice is better in this case.

"population of Empire exceeded that of any other city in Roman Empire" is correct.

In A and B, the population of ancient Rome is illogically compared to any city and no other city.
The POPULATION cannot be compared to a CITY.
Eliminate A and B.

In C and D, ANY city in the Roman empire includes ROME itself.
Thus:
The population of ancient ROME exceeded that of ANY CITY in the Roman empire (in C) implies that the population of Rome exceeded the population of ROME itself.
Ancient Rome exceeded any city in the Roman empire (in D) implies that Rome exceeded ITSELF.
Both meanings are nonsensical.
To convey the intended meaning, the population of Rome must be compared to that of any OTHER city in the Roman Empire.
Eliminate C and D.

The correct answer is E.
