since two independent clauses in the sentence are not seperated by semi-colon (;) as under:

During the same period in which the Maya were developing a hieroglyphic system of writing, the Aztec people also developed a written language, not as highly sophisticated as the Maya's however, it was more pictographic in nature.

Late too, but (A) rules becuase of it`s clear transition using "but."

A should be the answer. The sentence is correct but looking at other options, which have some errors, this sounds the best.
