hehe the original mistake in the sentence made me ROFL -- turning into a gmat geek. a.bombed out civilians not logically parallel: king visited and bombed civilians b.they bombed the civilians out same as A c.civilians bombed out doesn't make sense: king visited factories and civilians bombed out? d.civilians who had bombed out need "been" here e.civilians who had been bombed out parallel: king visited factories and civilians who had been bombed out (we need past participle here to show they civilians got injured before the king visited them

from the original sentense, "bombed out" should be an adj to civilian, but since it can also interpret as they bombed civilian, it is ambiguous.
IMO, Answer should be E
