Assuming all of the coal mined in a given year is consumed by the end of the following year, B is the right answer.

If the consumption of coal in 91 is equal to the coal mined in 1991 then Available coal supplies in 1991 would be equal to 1990.

Because coal availability is less in 1991 than of 1990, Consumption of coal in 1991 is more than the mined coal in 1991.
