Each of 32 countries will select 2 classes to take part in an international education program. Each of 37 teachers will teach atleast one class and at most 3 classes. If n teachers will teach 3 classes, what is the least value and greatest value of n?

total classes = 64
1 class = 37
more than 1 classes = 64 - 37 = 27
divide 27 among n to make 3 classes for them.

min = 0
max = 13
