Each person on a committee with 40 members voted for exactly one of 3 candidates, F, G, or H. Did Candidate F receive the most votes from the 40 votes cast?
(1) Candidate F received 11 of the votes.
(2) Candidate H received 14 of the votes.

C...

1) alone F is 11, G and H can be more than 11..
2) H is 14, F can be 26, or 0

So both?

From 1 can we not say that he DID NOT receive the most?

if F = 11, G+H = 29

Even in all cases below, F or G received the most votes

1. G = 14 and H = 15
2. G = 15 and H = 14
3. G = 0 and H = 29
4. G = 29 and H = 0

We can answer the question did F receive most votes? The answer is NO.

So I would go for A.
Is this wrong?

Can you explain why there are only 4 cases for A?

Why can be any other number beside 14, 15, 0 and 29.

When the question "Did F get the max votes" we have 2 choices to answer:
1. YES
2. NO

We cannot answer the question YES because one of them cound have got more votes. So you pick (0,29,11)

Now check if we can to answer the question NO with 100% confidence.
So pick G&H as close as possibe and see if F is more than both G and H atleast in one case.
So pick 14,15,11.

Try this question:
Exactly 20 people voted for F,G,H. F=11. Can you tell whether F got the minimum num of votes?

The question is yes no type. Stat 1 says F received 11, so 29 votes are for G&H, ( 1, 28 2, 27 14,15) so any any case F did not receive the most vote ( the maximum vote) we can answer the question

Stat 2 is not sufficient to find out
