Each person on a committee with 40 members voted for exactly one of 3 candidates, F, G, or H. Did Candidate F receive the most votes from the 40 votes cast?
(1) Candidate F received 11 of the votes.
(2) Candidate H received 14 of the votes.

(1) consider extreme and middle cases: F=11; G=1; H=28; and F=11; G=28; H=1; and F=11; G=14; H=15. In each case, F does NOT have the most votes. SUFF

(2) H=14; F=25; G=1 -- F has the most
H=14; F=1; G=25 -- F does not
NOT SUFF

Well, the way I figured was each candidate needs at least 13 votes to be competetive. According to Statement 1, F has only 11 so he's can't have most votes at all. Statement 2 says how many votes H got but nothing about G (and F) so can't use it.
