b) Out - The primary cause of homeless is not the lack of housing. Notice the shift in scope around "To the extent." What is the author is getting at is that homelessness is not due purely "homelessness." Instead, the homelessness is a result of profit dynamics. Or better: Profit dynamics is the cause and the effect is homelessness.

e) Out - Does not suggest a solution
