Educator: Like many other difficult pursuits, music requires intense study and practice from an early age in order for one to become proficient. But many school music programs encourage only children who demonstrate early aptitude to continue studying music, while children who do not appear especially musical are directed towards other activities. B)Everyone has the potential to learn music. - outside the scope
C)The number of proficient adult musicians is less than it could be. - will go for it. If more children with latent talent learn music, number of proficient adult musicians will be more.
D)Children are particularly sensitive to criticism from adults. - does not relate to the argument.
E)All children should study music.- does not relate to the argument.

some children's music talent is latent. so the talent talent isn't seen by the music school programmers. But if they are nurtured they could be proficient adult musicians. that is what C means.
