Why is C wrong?

As is clear from the argument:
Either Perry’s faction or Tucker’s faction, but not both, will win control of the government.

Doesn't it exclude the possibility that noone wins?
If that is the case, C is must.

Which ever party wins nation will suffer either econ. or mil. for sure. Perry's faction is ceratin to cause economic downfall but there can be miltary downfall also for some other reason. If we take your reasoning we should have picked B, which I did earlier.

Good point. Thanks. Now I see why D is correct or rather why C is wrong.
Well, B seems wrong as well.

Perry's faction win -> suffer economically
this does not necessarily says:
suffer economically -> Perry's faction win

there might be some other reasons.
