"It is certain that the nation will suffer either economically or militarily, and also certain that it will not suffer both. "
the first half of the sentence is correct.
The second half is troublesome.
From the Q: "If Tucker's faction wins, the nation will suffer militarily. "
The question does not say "If Tucker's faction wins, the nation will suffer only militarily."

Why is E wrong ? Is it because of the strongness of the statement ?

The stimulus gives information what WILL happen when either Perry's or Tucker's faction wins control of the govt.
But does not give information about what ELSE MAY happen when either of them win control of the govt.
Thus, we cannot say for sure that option E is true.
Hope this helps..

Choice A - Since Either PF or TF is going to occur the set of reasons falls
with in set of SUFFERING.
So A is Not true
Choice B - ECONOMIC suffering is a superset compared to set PF.
So the set of reasons could fall outside PF and still be with in set ECONOMIC suffering
So B is Not true
Choice C - A set of reasons could lead to either Economic suffering or Military suffering or both
So C is Not true
Choice D - If the set of reasons lead to MILITARY suffering, it could very well be outside
the set TF. This is definitely true.
So D is true
--------------------------------------------------------------------------------
Choice E - Set reasons could lead to both ecenomic and military suffering and enclose either of them
So E is not true
