Emperor: The enemy empire across the sea has harassed us for centuries. I want to conquer it and stop it once and for all. What advice can you give me?
Admiral: If you cross the sea, a mighty empire will fall.
Emperor: In that case, prepare the troops. We set sail tonight.
Of the following, the strongest criticism of the Emperor’s decision to invade would be that it
(A) is certain to lead to the emperor’s defeat
(B) is based on opinion rather than objective facts about troop strength

D. Because the emperor hasnt considered the possibility that the "might empire" referred to is his own. Possibly if he leaves his empire, there are others who would attack, and the troops being away would mean certain defeat or capture of his own kingdom.
What is the OA?

It is the " harassment" that is the problem. His strategy to invade the empire. Invading the empire may not be the way of solving the harassment problem. So it is futile.

I can see D being the answer because B says something about troop strength, which may be "out of scope," as Kaplan would say.

I would go with D..Explanation

If this war is to be won , there is some strategy involved like crossing the sea, troops role is dicey or kind of out of the scope

It doesnt contradicts the Admiral.Infact in a way supports it

Best of the rest as Emperor is considering the Admirals advice, but may be not considering it fully.

I dont how to refute this option, but it just doesnt seem right

D. The admiral states that a mighty empire will fall. He doesn't expliciltly state which is the mighty empire ( the one attacking or the one across the sea ).
