Can someone please explain the meaning of the the bold part of the following sentence (taken from the OG RC Winters vs USA)? Thank you

Therefore, the reserved water rights of Pueblo Indians have priority over other citizens’ water rights as of 1848, the year in which pueblos must be considered to have become reservations

"as of X" means X onwards.
Ex. As of now means now on.

Ex. No-running in the corridor - as of now!

In your sentence, it means 1848 onwards.
