I pick D too..

You have an adj+noun combination of series...

D fits the most.

B is correct but not precise.. The author could write an economy that is sluggish and a stretch of weather that is bad..

So B is INCORRECT.

if b would have been written as:

"and the chilling effect of persistent terrorist activity"

i guess, that would have been right.

- Unclear as to whether it is chilling effects or terrorist activity that is persistent

I think the explaination for eliminating B would be that it sounds like the meaning is like this:
Among all the terrorist activities, only those that are persistent have a chilling effect and are a reason for the economy to suffer.
