We need X, Y, and Z structure, and so we have (B) and (D).

IMO, between (B) and (D), "persistent terrorist activity" is better than "terrorist activity that is persistent".

I go for (D).

I go with D. It is parallel and concise.

persistent terrorist activity is concise and clear as compared to "terrorist activity that is persistent".
