I think that B and D are both logically sound. The only reason why D is more preferable than B is because D is more concise. "... terrorist activity that is persistent" is more lengthy than "...persistent terrorist activity."

Remember: A GMAT question must be correct on the grounds of grammar, meaning, and concision.
