D's construction is better than B's ... for the reasons that already have been given.
The answer is definitely D.

To me, B is better. D causes ambiguity since 'persistent' can modify terrorist or activity.
What is persistent? terrorist or terror activity. Of course, we can still guess which one, but the sentence still ambiguous.
In addition, to parallel with 'a result' and a stretch, 'effect' should be singular.

as well as introduces information which is already known to the listener/reader; the rest of the sentence gives new information.

(A) as well as the chilling effects of terrorist activity that is persitstent (B) and the chilling effect of terrorist activity that is persistent (C) but persistent terrorist activity has had a chilling effect too (D) and the chilling effects of persistent terrorist activity (E) as well as the chilling effects of terrorist activity that persists C is wrong because we have no contrast. A & E use as well as with three reasons. finally between B and D :D is better because sluggish ,bad and persistent are modifiers parallel. Friends please let me know whether I am correct or wrong.
