For e.g: I have to clean the floors as well as cook the food.
I like black, white, blue, as well as green - This is incorrect. We need to use the word "AND" to describe a list of 3 things.

To me, B is better. D causes ambiguity since 'persistent' can modify terrorist or activity.
What is persistent? terrorist or terror activity. Of course, we can still guess which one, but the sentence still ambiguous.
In addition, to parallel with 'a result' and a stretch, 'effect' should be singular.
