For e.g: I have to clean the floors as well as cook the food. I like black, white, blue, as well as green - This is incorrect. We need to use the word "AND" to describe a list of 3 things.
One of the main differences between "as well as " and "AND" is that "as well as" is considered an additive phrase, while "AND" is considered a multiplier.

The meaning of the sentence changes to --> All other terrorist activities other than the ones that are persistent are considered ok

D's construction is better than B's ... for the reasons that already have been given. The answer is definitely D.

To me, B is better. D causes ambiguity since 'persistent' can modify terrorist or activity. What is persistent? terrorist or terror activity. Of course, we can still guess which one, but the sentence still ambiguous. In addition, to parallel with 'a result' and a stretch, 'effect' should be singular.

"as a result of X,Y and Z". is better than "as a result of X,Y as well as Z."
as well as introduces information which is already known to the listener/reader; the rest of the sentence gives new information.
