Picking B.
Even though its per capita food supply has hardly increased in two decades, stringent rationing and planned distribution have allowed the People’s Republic of China to ensure nutritional levels of 2,000 calories per person per day for its population.
'Even though' sounds more appropriate to give stress on something.

go for B.

(A) In 'increased during two decades', two decades are vague. Which decades?
(B) Good
(C) Despite food supply (X) ==> Despite little increase
(D) Awkward
(E) is (X) tense is wrong

It cant be E as the modifier needs to come after the comma or else the subject needs to come before the comma which is not satisfied.
Among A,B,C and D choose B as it should be hardly increased in two decades.
