I think it is E.

A,B, C are wrong because the pronun its doesn't refer 2 anything.
D, refers to there being awkwardly and also uses its.

E seems idiomatic and clear and explains very well that inspite of no increase in per capita food supply, XX has allowed China....

I go with B. Less than <2 min
"its" seems to refer pretty well to "People's Republic of China".

I Think the answer is B:

"It" refers to Peoples Republic of China and I believe "have" matches with "has" in choice B, going by the rule of parallel constr.

However can anybody please clarify the right way of usage of 'Hardly'?
Which one is correct..'hardly any' or 'hardly an'?

B is best. The referent of the opening modifying clause does not have to immediately follow the comma if it the relationship is clear and unambiguous from the context. B also properly uses the present perfect in both the subordinate and main clauses to show that while the food supply did not increase over time from the past until now, they have managed to increase nutritional levels over that same time from the past until now. D is simply a mess.
