A. With this answer the per capita food supply could increase in the first decade and decrease in the second decade B. Hold C. makes it seem as if the statistic itself is the reason for stringent rationing and planned distribution D. Not sure the place where the statistic is occurring with this choice. E. not sure where the lack of increase in the food supply is occurring
