It's B.
Point is the usage of 'during', 'in', 'over', and 'for'. During two decades...is wrong. In two decades...is better expression. We know "Despite" is not preferrable in GMAT. In E, we have 'there is~', which is not to be there when we have a clear subject of sentence, china.

Between B and E, I also go with B for proper tense.

E is in simple present tense where as the independent clause is in present perfect tense, which matches the same tense in B..

I think it is B.

-has hardly increased // have allowed
-'increased in' is correct. 'increased over', 'increasing over', 'increase..for' is unidiomtic,

283. Even though its per capita food supply hardly increased during two decades, stringent rationing and planned distribution have allowed the People’s Republic of China to ensure nutritional levels of 2,000 calories per person per day for its population.
(A) Even though its per capita food supply hardly increased during - during two decades is wrong usage
(B) Even though its per capita food supply has hardly increased in - Hold on, in two decades is right, also sentence is using presect pefect tence which is right
(C) Despite its per capita food supply hardly increasing over - Over two decades is wrong usage, also despite is not preferrable in GMAT
(D) Despite there being hardly any increase in its per capita food supply during - same as A and despite issue
(E) Although there is hardly any increase in per capita food supply for - simple present tense, and for two decades is ackward

reply2spg, how is "during" used wrongly here? "during" can modify noun and "two decades" is none.

I guess during two decades is also right....however in this sentence "in two decades" is more precise....

I will go for E. 'its' is confusing possessive pronoun there in the orginal sentence. E corrects this problem...

IMO E.

In B "its" is modifying "stringent rationing and planned distribution" whereas it should be modifying "...China".

I am looking for a better explanation.
