Good question pb. The idiomatic expression more...than...should eliminate P and Q. Between RST, S uses as...low...as... in the most concise manner. I don`t think that is necessary after as, therefore my guess is-

"T"....usage of more ...than.......also correct comparison...."than any other"..instead of ..."than in any month".....also we need "what" in the end to make the meaning clear, without that it seems to say "as low as...the industry group"
