I would go with C.

Every painting hanging in the Hoular Gallery is by a French painter. No painting in the Hoular Gallery is by a Vorticist. Only Vorticists use acrylic monochromes in their works.
If the information above is true, which of the following must also be true?

(A) No French painters are Vorticists.
We cannot assume that given the information. Maybe there were some, but they were just not displayed at the gallery.

(B) All Vorticists use acrylic monochromes in their works.
Passage doesn't say all Vorticists used acrylic monochromes.

(C) Some French painters do not use acrylic monochromes in their works.
If the H. Gallery displayed french paintings only, it means that some french did not were involved in the Vorticist movement. Thus, were displayed in the gallery. Best option, I think.

(D) No French painters use acrylic monochromes in their works.
This is too extreme. Maybe some were Vorticists, but they were just not displayed at the gallery.

(E) All French painters who use acrylics use acrylic monochromes in their works.
Then H. Gallery would be completely empty.

This is an inference question.

Stimulus---
If Gallerty then French painter
If Vorticist then not in the gallerty
If monochome paint then Vorticists

C can be inferred decidedly
