Every week, the programming office at an FM radio station reviewed unsolicited letters from listeners who were expressing comments on the stations programs,. One week, the station received 50 letters with favorable comments about the stations news reporting and music selection and 10 letters with unfavorable comments on the stations new movie review segment of the evening program. Faced with this information, the programming director assumed that if some listeners did not like the movie review segment, then there must be other listeners who did like it. that is exactly the problem, the director assumes that if someone disliked the prog. then someone liked it.

I thought B is saying what exactly the director is thinking. How can it be a problem in his decision process. Is the question asking for the assumption. Then B is correct.

that's what the flaw is. director doesn't inferred from the fact, some people don't like the program, that there might be some issues with the 'movie review' program and he should take some corrective measures to make the program acceptable.
furthermore, the director, totally, ignored the fact that 10 letters might represent the majority of irate viewer's view.

Its simple..
If you get rejected by HBS, does that mean others got selected ? (May be HBS is tried of teaching business and closes its doors to all applications  )
If you get a score of 500 in GMAT, does that mean someone got 700 ?
Similarly,
If the director receives letters of criticism, does that mean someone liked the program ?
