I second C. The British abandoned their obligations by carving Transjordan and then ceding it.

Actually this is not an easy SC

Here is the desired structure

The british abandoned(verb) the obligations of the Balfour declaration(direct object)

then comes how ( use "by" ) or why (use "to")?
(adverbial phrase follows - no verbs should be present here )
by carving Transjordan out of the mandate territory, and ceding it + ....

(A) passive voice + presence of verb
(B) to have it ceded - would be correct
(D) wrong tense and also presence of verb
(E) presence of verb
