E is the answer. "That" in D does not agree with "marriage rates."

I do not agree with E. Chioce D seems more appropriate. In D 'That' refers to 'they' (the nearest subject) which in turn refers to 'marriage rates'.

But in E, 'those of ' ..decade. Or it can be said 'marriage rates of ...deacde'. Here we are concerned with 'marriage rates in...deacde' rather 'marriage rates of...'

... to the extent that they are now approaching that of in - it's the second "that" that does not agree with "marriage rates."

I had question about choice B, Although i know it's wrong because the subject/verb don't agree, is it good practice to start a sentence with " Because" and does GMAT consider that bad practice.

D looks good except the last part "that in". should be "those of".

good question.

yes, its not the best way of starting a sentence, but I believe the GMAT does not consider that as a problem as long as the sentence is grammatically correct.
