I will go with B.

Here it refers to insolvent and NOT insolvency. Can someone explain more.

Here is my ananlysis.
At first shot, both A and B looked fine. I donot know the meaning of "insolvent",so I made a sentence myself with similar structure.
"10% of them are either qualified or on the verge of qualifying."
Now , choice A is no longer looking good. "either qualified or on the verge of it" does not make sense.

So I go with B.
