Answer should be E.

Equation of line is y=mx+c

Stat-I is not sufficient. depending upon the slope and constant the line can be intersecting or not intersecting the circle.

Stat-II is not sufficient. Mere slope can not tell about the position of line k in xy plane.

Together they are still insufficient. Since we don't know about the constant.
