if I am told to simplify something like 2^3*2^3*2^3 can I choose between

a. combining the bases 8^3

B combining the exponenet 2^9

both these seem to comply with the rules of exponenets.

Both looks fine to me. But I would prefer to simplify this as 2^9 since the base should remain as a simplified entity.
