It is A

A - everything parallel
B - to support and to expand should be parallel, B violates that by using expanding
C - to support and to expand should be parallel, c violates that
D - Wrong tense
E - Wrong tense

C)...the government proposed to reduce ... and (proposed) to expand... that makes sense. in A) it does not make sense that the government proposed a reduction in the amount...to expand the project.

A supports parallel structure. to support to expand...
C is wrong because no parllel structure also how can you reduce the amount allocated in previous year? reduction in the amount is different from reduce the amount...i think....
