St1: Y could be anything less than 100/7 so INSUFF

St2: 21Y/39 is an integer. So 7Y/13 is an integer. So Y must be a multiple of 13. Many choices available. INSUFF

Combined:

Y must be less than 100/7 and multiple of 13.

So Y = 13 SUFF

We don`t know that y is integer. So it can be 39/21...

'C' it is!

1) 21Y <300
=> Y < 15 (rather approximately 15)
>> Not sufficient.

2) 21Y is divisible by 39
=> Y can be 13, 39
>> Not sufficient.

Together:
Y = 13.

y could be negative too. so E would be best for this one.

E for me

a)y<~ 14 INSUFF

b) 21Y is divisible by 39
Means that 21Y/39 is an integer
(3*7*Y)/(3*13) is an integer
means for the equation to be an integer Y should be multiple of 13
Y=0,13,26,39 INSUFF

Combine
we know tht Y is a multiple of 13 and is less than 14
But we have many values (.....,-13,0,13)
so INSUFF
