=> Y < 15 (rather approximately 15)

y could be negative too. so E would be best for this one.

E for me

a)y<~ 14 INSUFF

b) 21Y is divisible by 39
Means that 21Y/39 is an integer
(3*7*Y)/(3*13) is an integer
means for the equation to be an integer Y should be multiple of 13
Y=0,13,26,39 INSUFF

Combine
we know tht Y is a multiple of 13 and is less than 14
But we have many values (.....,-13,0,13)
so INSUFF
