My answer came down to either b or D why is D wrong?

I think (B) is wrong coz (citing.......,a new study has estimated) does not say that the citation waz for the estimate.Only (D) says that the new study has cited in estimating....And god please dont make such mistakes.This can potentially embarrass people

--> D seems as if the new study is giving an excuse in estimating the loss of votes ( or rather the count of them).
--> B Shows - But instead the new study states that it has estimated a loss of 4-6 million votes on account of X,Y,Z reasons...

IMO "estimated" should be the main verb rather than "cited". And more over the past perfect tense may not be required.
SO I would go with B
