B sounds best

(A) Not parallel. " vacancy rates ... are .. high and no demand"
(B) Best choice. Keeps parallelism
(C) 'capital to be' is awkward
(D) 'investment' would be good
(E) awkward

B is best. capital investment is the correct object. so ACD are wrong. E is awakward.

C and D are out. 'with' at the end of the sentence suggests vacancy rates and new consturction are one thing

A and E are out. Use of 'despite' is not approprite.

B is the best choice.

encourage+ N is better than encourage+ gerund. I'm left with B and E
C is clearly wrong coz how can "capital" be encouraged?!
E is redundant with "and"
