B for me.

A) "Investing in capital" is ambiguous, who is investing capital?
B) Looks good
c) "In existing structures with no demand..." With isn't correct
D) Same reason as A
E) "Vacancy rates in existing structures that are high" Awkward construction

Dont like 'capitol investment' in B VS 'investing Capital' in D.
B sure sounds better than D and I can't find any grammar issues with it.
I would have gone with B.

Guys, why not D?
