Damage to is the coorect usage. Hence A

my question is less on the idiomatic rather I want to know why it is right ´to say "... permits compensating..."

i thought right after a verb you cannot add another "-ing" form...

I think this tests prepositional //ism. ‘For injury to’ people in the non-underlined part should be matched by a corresponding ‘for damage to’ in the underlined portion. Note that only A keeps such a prepositional //ism perfectly; hence that is the correct choice. Because all other choices foul this basic tenet, I would confidently dump them and go to the next.

similarly structured sentence, grammatically correct.

According to your example, if i got it right, it is incorrect to say "Her resident status permits her to travel without visa". or ?

this is also correct
a similar construction for the question would be "permits state governments to get compensation for damage to their natural resources"
but this is not part of any of the choices,so have to go with A :)
