A. Damage to is to correct idiom. Clearly money won`t be given to the state governments for damaging their inviornments.

Another A.

Damage to is the correct idiom. Also "to" is parallel to the second part "to"

C and E are incorrect: Sounds like state governments are doing the "damaging"

D is incorrect since "damage of" is unidiomatic

B is incorrect since "for the damaging of" is wordy

I pick A since uses the idiomatic "for the damage to" and is the most concise.
