damage to their natural resources..not idiomatic

(B) compensating state governments for the damaging of
damaging.. of...not idiomatic
(C) giving state governments compensation for damaging
giving x to y..more idomatic
(D) giving compensation to state governments for the damage of
correct choice IMHO
(E) the giving of compensation to state governments for damagingwrong

Who would possibly give state governments money to purposely damage their enviornments?

(D) by meaning alone.
