I think that A is the answer

Parallelism:

permits compensating ... FOR damage TO natural resourses
but does not allow claims FOR injury TO people

Am I right?

It is more concise. "Giving compensations" is wordy.

Is OA A?
All other answer change the meaning, looking as if they were compensating the government for inflincting damages to their own natural resources.
Anyways, A seems clear to me

well, I believe it must be C. cos' it doesn't make sense to compensate state governments but give compensation to state government. plus that regarding parallelism c is correct.

For parallelism questions, the first rule is to establish what should be in parallel?

Over here , the things that need to be parallel are what does the legislation permit :

1) compensating state governments for damage to their natural resources
2) does not allow claims for injury to people

Compensating : gerund = noun ....
Claims : noun

Also we need damage not damaging .... compensating.... state govts for damaging ... implies that the state government is damaging....

All in all, only A fits the category
